Our goal is to help laws and regulations designed to keep South Africa’s National Payment System (NPS) and its users safe. Read our full mission statement below.
Why register?
PASA is responsible for the sound management of the NPS. This includes authorising parties as system operators (SOs) and maintaining a database of registered third party payment providers (TPPPs).
System Operators (SOs)
You must apply for authorisation if you process payment instructions for two or more clients.
You are compelled to apply if, in addition, you:
- Process more than 10,000 payment transactions per month, or
- Process a combined payment value exceeding R10 million per month
Third Party Payment Providers (TPPPs)
You must register with PASA through a sponsoring bank if you:
- Accept payments from multiple parties for your client, or
- Disburse payments to multiple parties for your client

Our Compliance team
PASA’s Compliance and Membership team is responsible for the ongoing compliance of:
- The Association and our employees,
- Our members, including banks and designated clearing system participants.
In addition, PASA Compliance is also responsible for registering and authorising entities, including SOs and TPPPs.
Our mission
PASA has the responsibility to manage the South African payment clearing system to:
- Provide the South African banking community with safe and efficient facilities to exchange payments
- Protect the integrity of the payment system
- Manage the clearing and settlement risks in the payment system
- Facilitate access of participants and prospective participants to the payment system on a fair and equitable basis
- Facilitate communication between participants; and enable proper understanding of the system and the rules applicable to it
