Third Party Payment Provider (TPPP) Registration and Compliance
You must register with PASA through a sponsoring bank if you:
- Accept payments from multiple parties for your client, or
- Disburse payments to multiple parties for your client
PASA is required to keep records of all third party payment providers in accordance with SARB’s Third Party Provider Directive 1 of 2007.
Overview of criteria
TPPPs must satisfy the same operational and technical requirements as SOs if they will be processing the payment instructions themselves. Detailed requirements for TPPPs can also be found in PASA’s Criteria for System Operator Authorisation.
How to apply
Inform your sponsoring bank of your services as a TPPP, who will then register you with PASA, provided you satisfy its own business criteria.
FAQ
No. Currently, only registered banks and designated clearing participants may be PASA members. However, to offer TPPP services, you must be registered with PASA through a sponsoring bank.
Access to our website and portal is currently reserved for PASA members only.
If your regular business is to accept payments from multiple parties for a beneficiary, or pay multiple parties for a payer, you are eligible to become a TPPP. Refer to SARB’s Third-Party Provider Directive 1 of 2007 for more details. If you are still unsure, please email TPPP@pasa.org.za for guidance.
Approach your banking partner (sponsoring bank) to start the process. They will register you with PASA if they are comfortable sponsoring you.
Please inform your sponsoring bank that you are rendering TPPP services so that PASA registration can commence if applicable.
By law, it is compulsory to register as a TPPP if you are rendering the services contemplated in SARB Directive 1 of 2007.
There is no PASA fee for registering as a TPPP.
Registration takes 21 working days after receipt of all information and documentation from your sponsoring bank.
